The ACASA Framework

The ACASA Framework provides the foundation for how national standards are developed, implemented, and accredited across Australia’s logistics and transport sectors. It defines the relationship between standards creation, training and certification, and accreditation outcomes — ensuring that every component of compliance aligns to a single, nationally consistent benchmark.

Through this framework, ACASA unites industry practice with regulatory intent, replacing fragmented and inconsistent compliance systems with one coherent national model. The Framework ensures that all accredited organisations, auditors, and training providers operate to the same measurable expectations of safety, risk management, and performance.

How It Works

Standards Development
ACASA establishes Industry Sector Standards (ISS) and Codes of Practice through consultation with government, industry, and subject matter experts. These standards define the minimum and variable requirements for compliance, operational safety, and workforce capability within each sector.

Training & Certification
Once standards are set, ACASA defines the corresponding training and certification requirements. Training organisations deliver education programs aligned with ACASA standards, while final assessments are conducted independently by ACASA to ensure objectivity and national consistency.

Audit & Oversight
ACASA develops the auditing framework and accredits qualified auditors to verify compliance against ACASA standards. This ensures that every audit — regardless of who performs it — is impartial, evidence-based, and conducted under uniform national criteria.

Accreditation & Recognition
Organisations that meet ACASA’s standards through successful audits, performance evidence, and demonstrated outcomes receive formal accreditation. This recognition verifies compliance with national standards and reinforces confidence among regulators, clients, and the public.

Continuous Improvement
The ACASA Framework is dynamic. Standards are reviewed regularly to reflect emerging technologies, new risks, and evolving regulatory requirements. Feedback from accredited organisations, auditors, and stakeholders is incorporated to ensure continuous relevance and improvement.
